HIPA or The Himachal Pradesh Institute of Public Administration came into existence on Jan 1, 1974. It is located at one of the most beautiful places known as FAIRLAWNS, near Shimla. The distance of HIPA from Shimla is 12 kms. towards Mashobara road. The breathtaking and enthralling beauty of HIPA is due to its location amidst the natural and picturesque surroundings. The campus of HIPA or The Himachal Pradesh Institute of Public Administration has spacious and luxuriant lawns. The building of HIPA or The Himachal Pradesh Institute of Public Administration initially got constructed by Mr. R. Dixon of the foreign office of British India.

It was later bought by Nawab Muzaffar Ali Khan Quizzalbash of Malerkotla. After partition in 1947 this property was taken over by Government of Punjab State, which later converted it into a Circuit Hous. Subsequently in November, 1966 this property was transferred to Government of Himachal Pradesh which later on decided to set up an Institute.

HIPA or The Himachal Pradesh Institute of Public Administration is now a full-blown training institution having all the facilities.
